Pakistan Signs Historic Carbon Market Deal with Norway Under Paris Agreement

01 April, 2026 21:21

Pakistan just inked its very first bilateral carbon market deal with Norway under the Paris Agreement. It’s a big step to pull in climate cash and push greener growth, per an official announcement Wednesday.

The Ministry of Climate Change and Environmental Coordination signed the memorandum of understanding (MoU), which lets Pakistan roll out carbon credit projects and hand over emission cuts to Norway.

Climate Minister Musadik Malik dubbed it a “historic milestone,” saying it flips the switch from prepping for carbon markets to actually doing them.

“This is Pakistan’s first bilateral agreement under Article 6.2 and an important step towards implementation,” Malik said, pointing to huge potential for teamwork and investment in green sectors.

The pact opens doors for Pakistan to create credits from stuff like solar and wind power, better farming, cleaner transport, and waste handling. Those can trade as internationally transferred mitigation outcomes (ITMOs).

With floods and scorching heatwaves hitting harder lately, officials say this couldn’t come at a better time to snag global funding. Malik put it bluntly: “They must help countries like Pakistan finance transition pathways, create jobs, attract technology and deliver real benefits to communities.”

Norway’s Ambassador to Pakistan, Per Albert Ilsaas, called the deal a fresh start for joint eco efforts, backing solid emission drops and actual gains on the ground. Norway wants these ITMOs to go beyond its Paris promises toward full climate neutrality.

Overall, it’s set to unlock more climate money and private bucks for Pakistan, fuel low-carbon progress, and keep the country on track with Paris goals.
